香港醫學會就政府推行住院病人醫療收費預算的聲明

 

政府推行住院病人醫療收費預算,其情可嘉。本會向來支持醫療收費透明,亦藉此鼓勵同業就「醫生診治收費」報價力求精準。

 

市民必須明白診斷治療變數之多,任憑經驗老到的飽學能醫也未能盡測。每當突變、或併發症時,醫生必須緊守崗位,盡力搶救,以治病扶危為首要任務。假如醫療開支因而增加,也在所難免。

 

我們深信同業定必克盡醫者本份,並協助病人了解醫療開支。

 

衛生署是次推行計劃,並無通知本會,以至業界未能及時向署方表達意見、提供建議。對於政府缺乏溝通,本會深表遺憾,期望政府自省、改進。

HKMA Statement on the Government's Exercise on

Hospital Confinement Budget Estimation

 

Budget estimation for patients requiring hospital confinement is a laudable idea. We always support fee transparency. We urge doctors to make as close an approximation as possible of the doctors' professional fees.

 

The public must understand that healthcare is riddled with uncertainties beyond the predictions of even the most experienced doctors. In the event of a complication or other incidents, the prime concern of doctors will always be saving lives and restoring health, whereby extra medical expenses will inevitably be incurred. 

 

We are confident that doctors will endeavour to offer their best care to patients while assisting them to understand the financial burden.

 

Regrettably, we have not been contacted by the Department of Health in this promotion of budget estimation, and therefore unable to offer our input.  We hope to see better communication between the Government and the profession on issues that affect us all.
