萬眾一心 齊抗第三波疫情

踏入2020年7月份,隨著政府放寬部份防疫措施,市民紛紛恢復社交活動,本港新冠肺炎確診個案大幅上升,香港正面臨第三波疫情的嚴峻挑戰。香港醫學會在此懇切呼籲社會大眾提高警覺,採取一切可行的防疫措施,例如在公共場所戴上口罩、勤洗手,保持手部衛生以及避免去人多的地方。

 

同時,香港醫學會建議下列進一步的防疫措施,阻止病毒肆意傳播:

 

  1. 香港醫學會支持為更多症狀輕微的病人進行病毒測試。但是,現行的「加強化驗室監察計劃」仍然存在不足,例如收集樣本的時間和地點安排欠佳、甚至是樣本瓶的大小亦引申其他問題。此外,發放給私家醫生的計劃資料朝令夕改,欠缺明確的修訂通知。為著公眾利益,本會建議將此計劃一切重要的公開資訊,清楚上載於2019冠狀病毒病專題網站或應用程式上,以便用者查閱。

 

  1. 我們還注意到,現時等候檢測結果長達5-7天,大大提高病毒在社區傳播的風險,實在難以接受。政府應與更多私人實驗室合作,增加及優化病毒測試服務。不過,政府亦必須確保所有參與的實驗室均符合香港的測試標準。另一方面,政府亦可以考慮向所有香港市民發放 「新冠肺炎醫療券」,以資助他們從私營醫療市場獲得病毒檢測或其他與新冠肺炎有關的醫療服務。

 

  1. 我們明白,若持續發現大量確診和疑似個案,病毒測試服務即將達到極限。政府應優先考慮為高風險群組進行病毒測試,包括:長者、醫護人員及服務業業員等等。

 

  1. 政府必須加大力度,遏止病毒傳入香港。本會建議所有來港人士,包括航空機組人員、船員及其他獲豁免人員,必須接受快速測試,檢測結果呈陰性,才能離開口岸或指定地區。入境人士必須嚴格遵守強制檢疫規例,亦應限制機組人員或船員進入公眾地方。

 

  1. 公立醫院和私人執業醫生每天與病人密切接觸,被感染的機率更高,政府應確保香港有足夠的個人防護裝備供應。鑑於最近疫症在安老院舍爆發,政府和安老院管理層應為到診的外展醫生提供個人防護裝備,以及合適的替換個人防護裝備設施和區域。我們亦建議社區老人評估小組向安老院提供支援,協助他們制訂適當的員工衞生守則。此外,政府亦應向受病毒感染的醫生提供援助,給予清晰指引。

 

2003年香港可以征服非典型肺炎,這次全港萬眾一心,也定能戰勝新冠肺炎。

Combating the 3rd wave of COVID-19

 

Entering July 2020, Hong Kong sees a sharp rise in the number of COVID-19 confirmed cases. Clearly, the 3rd wave of the pandemic arrived after an increase in social activities in the territory over the past few weeks. The Hong Kong Medical Association (HKMA) strongly urge the public to stay vigilant, observe every possible anti-COVID-19 precaution such as wearing mask in public places, maintain hand hygiene, and avoid going to crowded places.

 

In addition, the HKMA have the following recommendations in order to contain the spread.

 

  1. The HKMA supports more testing of SARS-CoV-2 for people with mild symptoms.  However, problems with the Enhanced Laboratory Surveillance Programme are still commonly seen, such as the sample collection points and time, or even the size of the specimen bottles.  The information given to private doctors is ever changing without clear indications.  For the benefits of the general public, all essential information of the said programme should be made available at the COVID-19 thematic website or App with easy access.

 

  1. We also noted that report waiting time for testing is now as long as 5 to 7 days, which is very unsatisfactory and risks further transmission of the disease in the community.  The Government should partner with more private laboratories in providing testing service.  Having said that, the authority must ensure all participating laboratories comply with the testing standards in Hong Kong.  On the other hand, the Government could consider providing “COVID coupon” to Hong Kong citizens of all age groups to subsidize them to seek testing services or for their other health conditions arising from COVID-19 in the private healthcare sector.

 

  1. We understand that the maximum testing capacity in the prevailing setting will be reached very soon as the number of confirmed and suspected cases remains at an alarming level. In this case, the Government should prioritize testing for the high risk groups such as elderlies, healthcare providers, members of the servicing industries etc.

 

  1. More efforts must be put on curbing the importation of the virus. All people entering Hong Kong, including air and sea crew and other exempted persons, must undergo rapid test and yield negative result before they can leave the border or the designated area. Mandatory quarantine should be strictly observed, or in case of crew members, should be restricted from visiting public places.

 

  1. Medical practitioners, both in public and private sector, have higher chance of getting infected as they are in close contact with patients every day. The Government should ensure sufficient provision of personal protective equipment (PPE) in Hong Kong. In view of the recent outbreak in old aged homes (OAH), the Government and OAH management should provide PPE and proper gowning and de-gowning facilities for visiting doctors. Community Geriatric Assessment Team (CGAT) should assist by visiting OAH to help set up proper hygienic procedures for staff. Moreover, the Government should provide assistance to those doctors who contracted the illness with clear advice.

 

We survived through the hard times in 2003, Hong Kong shall overcome COVID-19 as well.
