香港醫學會有關流感疫苗及新冠肺炎措施的意見

香港醫學會呼籲港府考慮以下建議:

 

  1. 就流感疫苗在韓國和台灣所發生的情況,港府必須去釐清疫苗安全性問題。目前,香港醫學會認為尚未有證據顯示流感疫苗在香港會引起嚴重不良事件,因此在本地接種流感疫苗香港仍是安全的。

  2. 香港醫學會建議政府參照小學季節性流感疫苗學校外展計劃之行政安排,為參加幼稚園 / 幼稚園暨幼兒中心 / 幼兒中心「2020/21 季節性流感疫苗學校外展」的私家醫生處理購買、存儲及運輸(使用適當冷凍冷藏供應鏈) 安排,並協助醫生退回未用之疫苗。政府此舉能夠提高幼兒園學生的疫苗接種率。

  3. 有消息指政府有意安排本港居民進行強制性的新型冠狀病毒檢測,但現階段尚未見任何就政策或細節有所發布。本會樂意與政府就不同的方案以及其可行性進行討論。

  4. 入境香港的旅客不得豁免新型冠狀病毒檢測。即使本地疫情得到控制,如果新型冠狀病毒病患者入境時不進行檢測,就會引致輸入個案出現,病毒並會本地傳播,故此入境旅客的隔離檢疫豁免應盡量減少。如因一些特別原因 (例如外交原因) 令少數人得以豁免檢疫,該等旅客必須在入境時和在港停留14天內重覆進行新型冠狀病毒檢測,政府亦應妥善記錄他們的住所並進行定期檢查。拒絕測試或提供虛假居住地址的旅客應該受到檢控。

Opinions on Influenza Vaccination

and Control Measures for Covid-19

 

The Hong Kong Medical Association (HKMA) calling the Government to consider the following:

 

  1. To clarify on the influenza vaccine safety issue with reference to situations in Korea and Taiwan although currently influenza vaccine has not been shown to cause major and relevant complications in Hong Kong and is considered safe here.
  2. The Government is advised to coordinate the mass vaccination for kindergarten pupils as in the primary school mass vaccination program, in terms of purchase, storage, transport with a proper cold chain, and return of vaccines. This can boost the vaccine uptake rate among kindergarten pupils.

  3. To release more information on the proposed Mandatory testing of COVID-19 for the local population. There is only news related to Mandatory testing of COVID-19 for the local population but no official information released on directions or details. The HKMA calls for a discussion with the Government on to understand about different options and feasibility issues.

  4. To review the list of exemption for COVID-19 testing of travelers entering Hong Kong.  Even if local outbreaks are controlled, there will always be imported cases and thus local transmission of COVID-19 if travelers with COVID-19 are allowed to enter Hong Kong freely. Exemptions of quarantine for inbound travelers should be kept to a minimum. If exemption of quarantine is somehow necessary for a small number of individuals e.g. diplomatic reasons, COVID-19 testing has to be done upon entry and repeatedly within14 days of stay in Hong Kong. Their residences have to be properly documented and checked regularly. Travelers who refuse testing or provide false residential addresses should be penalized.
