酒精飲品管制政策意見調查

 

相比其他地方,香港在管制酒精飲品的政策和法例寬鬆。而市民對酒精引致的各種危害認知不足,尤其是對青年人的影響。為收集市民對酒精飲品管制政策的意見,香港醫學會及香港社會醫學學院合作,委託了香港大學民意研究計劃進行《酒精飲品管制政策意見調查》,於今年五月三日至五日期間,以電腦隨機抽樣進行電話意見調查,成功訪問1,003名十八歲或以上的本地成年人,回應率為69.9%。

 

是次電話調查包括向受訪者發問兩條有關酒精飲品管制政策的問題:

(1)  請問你贊成定反對政府立法禁止超级市場、便利店及其他零售店舖售賣含酒精飲品俾18歲以下人士?

(2)  咁你贊成定反對政府強制所有喺本港出售嘅含酒精飲品包裝上貼有健康警告字句?

 

超過七成(77%)受訪者贊成政府立法禁止超级市場、便利店及其他零售店舖售賣酒精飲品予18歲以下人士。另外,反對立法的受訪者有16%。而對於是否贊成政府強制所有於本港出售的含酒精飲品包裝上貼有健康警告字句,支持者有77%,反對立法的佔13%。

 

調查結果反映大部份香港市民贊成政府立法,禁止超级市場、便利店及其他零售店舖售賣含酒精飲品予未成年人士,及強制所有於本港出售的酒精飲品包裝上貼有健康警告字句。市民清晰地表達對這兩項對酒精飲品立法管制的支持。

 

香港醫學會及香港社會醫學學院呼籲政府要加強對酒精飲品的管制,針對未成年人士買酒和飲酒的習慣,提高市民對酒精帶來的禍害的認識。香港醫學會和香港社會醫學學院同時提醒市民,飲酒並沒有安全份量,就算是少量飲用也會有健康的風險。

 

歐洲國家盃即將於下周五(六月十日)開鑼,醫學會和社會醫學學院亦呼籲市民若真的要在觀看球賽期間飲酒,切勿因情緒高漲而暴飲。最好,當然是向酒精說不!

Survey on Alcohol Control Policy

 

Compared to other countries and places, Hong Kong’s policy and legislation on alcohol control is lax. Public awareness on the harms of alcohol especially to the young population is also low.  With the purpose of collecting the Hong Kong residents’ views on potential alcohol control measures, the Hong Kong Medical Association (HKMA) and Hong Kong College of Community Medicine (HKCCM) jointly commissioned the Public Opinion Programme of The University of Hong Kong (HKUPOP) to conduct the “Survey on Alcohol Control Policy”.  The study was conducted during the period of 3 to 5 May 2016 by random telephone interview.  A total of 1,003 Cantonese-speaking Hong Kong residents aged 18 or above were successfully interviewed; the response rate was 69.9%.

 

The study focused on asking the interviewees 2 questions related to potential alcohol control policies:

(1)       Do you support or oppose the legislation to prohibit supermarkets, convenience stores and other retail outlets from selling alcohol to individuals under 18 years old?

(2)       Do you support or oppose the Government requiring all locally sold alcoholic beverages to carry health warnings on their labels?

 

About 77% of the respondents supported legislation to prohibit supermarkets, convenience stores and other retail outlets from selling alcohol to individuals under 18 years old.  At the same time, 16% of the respondents opposed such legislation.  On the second question, about 77% supported the proposal to carry health warning labels while 13% opposed to the proposal. 

 

The survey result reflected that the majority of Hong Kong residents supported enacting laws to prohibit retail outlets such as supermarkets and convenience stores from selling alcohol to minors as well as requiring all locally sold alcoholic beverages to carry health warning labels on containers.  The public opinions are clearly in support of both alcohol control measures.

 

The Government should double its efforts in enhancing existing alcohol control measures, in order to curb underage alcohol purchasing and drinking, and raising public awareness on the harms of alcohol.  The HKMA and the HKCCM also reminded the Hong Kong residents that there is no safe level of alcohol, even a small portion of alcohol intake can pose a health risk.

 

The UEFA EURO 2016 is coming up on 10 June 2016 next Friday.  The HKMA and HKCCM take this opportunity to remind the public when watching the game, avoid excessing drinking out of extreme excitement.  The best way is to say NO to alcoholic drinks!
